The People’s Liberation Army (PLA), a Manipur-based proscribed rebel group, has been training and supplying arms and ammunition to the Maoists since June 2006, when the leaders of the two groups first met, according to a chargesheet filed by the National Investigation Agency before the Special NIA Court in Guwahati today. The entire operation was reportedly coordinated by top Maoists Prashant Bose alias Kishanda and Laxman Rao alias Ganapthy.

In its chargesheet, NIA also brought out the correspondence between PLA and CPI(Maoist) top leaders in which “the self-styled president of the PLA, Irengbum Chaoren, expressed his gratitude to the comrades of CPI(Maoist) who had carried out military offensives against the Indian security forces on April 6, 2010 and killed 76 CRPF personnel in the forest of Dandkaranya.”

The agency said the Maoists paid Rs 45 lakh for training and supply of arms and ammunition. A probe is on to establish the source of funds. The NIA, which had registered a case on July 11 last year, said while leaders of the PLA and CPI(Maoist) first met in June 2006, the Manipuri outfit set up an office in Kolkata the same year to coordinate its activities with the Maoists, particularly for supply of arms and ammunition as well as communication devices.

The organisation’s assistant information and publicity secretary, Arunodoy Asom, in a statement e-mailed to PTI said the bandh was a part of its “protest action”, started this year, against visit by any senior government or political functionary from the Centre.

The ULFA had on April 20 called a similar 12-hour bandh to protest against the visit of Prime Minister Manmohan Singh, which, however, failed to create much of an impact. Singh was in Guwahati for a few hours to take part in the diamond jubilee celebrations of the Assam legislative assembly.

A day after chief minister Mukul Sangma apprised Union home minister P Chidambaram of the ongoing boundary row between Meghalaya and Assam and escalating tension at Langpih, top officials of both the states will hold a meeting on Thursday to resolve the differences.

“We will meet on May 24 as part of the chief secretary-level talks,” said chief secretary WMS Pariat. He added that the recent incident at Langpih, where a community building built by the villagers was demolished by Assam officials, would also figure in the discussions.

Pariat, however, was not sure if the dismantled structure was a new one or a replacement of the old one. The building, constructed adjacent to the Langpih market, was dismantled on May 19 by officials from Assam, triggering widespread protests in Meghalaya.

Army troops today foiled an infiltration bid after a brief exchange of fire along the Line of Control in Poonch district of Jammu and Kashmir. Surveillance devices picked up the movement of a group of three suspected militants inside Indian Territory along LoC in Ghambir-Tarkundi belt of Bhimber gali sub-sector in Poonch district around 0200 hours, a senior army official told PTI.

The troops guarding the border attempted to stop the suspected militants, following which the intruders opened fire at the troops, he said. The troops retaliated, he said, adding that, the firing ended after 20 minutes. During the search operation conducted this morning, a body of a suspected militant was found, he said.

It was a moment of pride not just for Gujarat but for our country too when P G Nambiar, a police sub-inspector with CID (Crime), was selected in 2011 as a fellow at Police Foundation, Washington DC.

The reason was apparent – he was the first policeman from across the country who had received the fellowship for police research. Nambiar carried out a research on ‘Radicalization of Islam and Homegrown Threat to the United States’.

On India’s Anti-terrorism Day to commemorate the death anniversary of former Prime Minister Rajiv Gandhi, Nambiar feels that while both India and the US are victims of Islamic terrorism, nature of the persons involved is very different. “In India, it is mainly the terrorists who come from across the border who carry out violent strikes, whereas in case of the US, it is the disgruntled and violently radicalized persons living right inside the country who indulge in these acts,” said Nambiar.
Violence against women is on the rise in the Kashmir Valley

Every evening, Saima (name changed) of Pulwama district forces her nine-year-old son and five-year-old daughter to sleep early. Then she shuts all the doors and windows and braces herself for her husband’s return. As he beats her up yet again, Saima tries in vain to suffocate her voice behind the walls. And still her greatest fear, she says between sobs, is, “he threatens to leave me.”

Saima’s tears, unfortunately, are a repetition of countless women in Kashmir who have been subjected to domestic violence and, worse, have accepted it as their fate. Over the years, despite having a strong backing of law against discriminatory practices, violence against women has not only continued but has steadily increased — by a whopping 22.1 per cent in 2011 as compared to 2010.

Data compiled by the Jammu & Kashmir Police Crime Branch reveals that in the past two years, it has registered 4,066 cases of crimes against women. This includes 1,797 cases of molestation, 187 rape cases, 1 gang rape, 1,279 cases of kidnapping and abduction, 426 eve-teasing cases, one case of dowry death, 177 cases of cruelty at the hands of husbands, 195 suicide cases, 4 cases under the Dowry Prohibition Act, 1961, and two cases of immoral trafficking. In comparison, only 1,832 such incidents were recorded in the women police station.
